Why do we need this for offline splitscreen? Accountability is me looking at you and saying knock it off.

Because they don't want the added complexity of a completely different path in the code for fully offline play. You are 100% entitled to find that inexcusably lazy/greedy, but it makes sense to me, even if I also dislike it.
