Because Saladin just wants to give everyone cloaks and chest pieces.

I got all three characters to rank 5, and had a pretty good haul of loot this go-around:

I forget when the 317 ghost dropped, it was on my first character, so before rank 5. The sniper and auto rifle came from Rank 5 packages, and the ship, pistol and machine gun were random drops on my other characters (after my main was rank 5).

I got an artifact, two Ghost shells, one hand cannon and one chest piece. Yes, those include the Rank 3 and Rank 5 packages...

After posting this I did get two Ghost Shells and a pair of pants though, so it's not as bad as I made out.

sounds like you only leveled up 1 character to rank 5 (assuming b/c you only got 1 artifact).

I ran my main every night thru friday when i finally hit rank 5. Sunday night i got my second to rank 5, and started on my third. Monday night i got my third to rank 5.

I logged in every day on all three characters and picked up all the bounties. By saturday, i had 10 bounties on my second character. On Sunday, I had 10 bounties on my third character, then got an additional 3 on monday.
