What's a good roll for the HP?
I just had this drop last night, it seems to have a good roll:
Red Dot ORS ("Accurized sight")
Feeding Frenzy (Kills increase reload speed)
Hand Laid Stock (Maxes Stability, reduced range)
Rangefinder (ADS improves range)
It's not the best sight (the other options I have are Focus Lens FLS2 and Truesight), but the other perks seem pretty good for the "pulse sniper." Keep it or reforge it?

I got one with pretty decent stats (including 30 magazine) a week or two ago and re-rolled until I got the following:
red dot-ors/focused lens/truesight
outlaw (prec. kills increase reload)
high caliber/snapshot/casketmag
headseeker
It's pretty fun.

Yeah I think headseeker is the one most people look for. Aim for the chest and still do close to max damage, no hoping for a triple head shot from your burst.

I still haven't unlocked casket mag or headseeker and it was doing pretty well last night fighting Queen's Bounty targets. Seems to be a pretty solid Pulse Rifle.

What's a good roll for the HP?
Max out the stability, then pick whatever you like. I personally would roll for a combination of third eye/reload perk and hidden hand/head seeker.
If you are going to primarily use it for PvE, secret round does great.
Some typical rolls:
The Faux-Messenger: OAS sight, Third Eye, Hand-Laid Stock (or Smallbore), Headseeker.
Headshot Machine (PvP): OAS or Sureshot sights, Reload Speed increase (Outlaw or Feeding Frenzy), Hidden Hand
Bottomless Magazine (PvE): Whatever sight you like (I like OAS, but anything with target acquisition or increased Reload speed is good), Outlaw or Feeding Frenzy, Extended Magazine or Increased Stability, Secret Round.
