I like the idea of having to use an old map of how Chicago used to look before the fall, and navigate flooded streets and wrecked skyscrapers.

What's the address of the old Bungie office on South Halsted Street? You know it's going to be either packed with treasure or inhabited by some crazy hermit muttering incomprehensibly about his poor dog's lost head, giant slingshots and the like.
