If your sniper (or any gun for that matter) has clown cartridge, you should reload it after every shot, right?

Yep.

I had a rocket launcher with clown cartridge, and each clown reload was not even taken from my overall ammo pool. In crucible, one heavy ammo pickup could turn into a very large number of rockets if I kept getting clown procs.
