I've had this happen a few times.
Happened once on PS4, but I was still able to join another fireteam, and everything went back to normal.
I think it's more to do with Bungie's servers (failing to match your ports in an instance?). Can't you simply disable networking and re-enable it to establish a fresh connection? A lot faster than powering down and back up... That tends to fix server-join issues for me.
