If the Red Death is supposed to be destroyed on sight by order of the Vanguard (for being a guardian killer), why are they letting Xur sell one mere feet away?
For the same reason you can find BR-85s on the Forward Unto Dawn, and thermal clips in the wreckage of the Hugo Gernsback.
