Would you be able to make a new character purely for purpose of getting Ascendant Shards on public events for storing in the tower vault for your main character..

You can absolutely make a new character for beating a public event, collect your reward and delete it.
But damn that sounds like a whole bunch of not-fun. Minimum of 3 unskippable cutscenes, 10-15 mins on the first mission, then beat a public event as a lowly level 2. And only a chance of getting a shard rather than a coin or what-have-you.

I've started over for my own dumb (hoarding-related) reasons enough times that I never want to play that first 30 minutes again.
But if you can stomach it, I guess its one way to farm them, yeah.

Or just keep that character around to get a second first public event each day. I just got my second character to level 21, so I'm going to try doing the weekly twice for more strange coins. Plus it gives more replay ability to beat the weekly strikes with different classes.
There is no sense deleting the character and remaking it multiple times a day. Since only high-level characters can access the most lucrative and reliable sources: e.g. daily heroic, weekly nightfall etc.
Share your weapons between your characters and then just concentrate on gathering Shards for their armour pieces.
You COULD make 3 characters of the same class and share the armour as well - to boost them straight from 20 to whatever - but that might get repetitive. I believe the person who got a character to level 30 first did this, so they could run Vault of Glass multiple times in a week to collect all the different armour pieces.

You can speed run the opening level to the ship, kill enemies there and once on the post screen, you can then switch character back to the same character to avoid the cutscene.
Then you get a friend to invite you to a fireteam on a Patrol where a public event is happening.
Boom. Ascendant Shard. Roughly 10min. All while @ lvl2

Quite fun not having specials, heavy weapon, special weapon (if you dont pick up anything) or double jumps in multi-player.
Still managed to do well.
Edit:.. not a glitch.. my bad got excited.

Once you unlock the Crucible with one character you can go there with any.

Thought it was because I managed to get to the map without completing the opening level. Shame Face.
