If it's that a week to stress test on PSN exclusively and then broaden the scope to include the more familiar Xbox waters is the idea, I'd understand the reasoning.

Activision has a marketing deal with Sony regarding Destiny.

That's why they get early exclusive beta access.

It's also why Destiny has been marketed around the PS4.

(It's not like this sort of thing is uncommon, or even a very extreme case. Call of Duty has always been marketed as an Xbox product, and that's also an Activision-published franchise. Or consider how Titanfall was marketed and beta'd for the XB1 compared with the 360.)
