Yes - they're guaranteed drops from Master Challenge encounters, which progress 1 per week. (Once you've earned one, you can buy more by completing the Atheon encounter on Master difficulty, and then using Spoils to buy re-rolls... but the first one has to be earned in a Challenge encounter.)

._. oh. I seem to have missed the mention of that requirement somewhere. Well, I guess I'm not getting fatebringer then. :/

Seems like we could probably roust up 5 volunteers for the week of the 1st.
