Yes, 1310 is the soft cap. That didn't used to prevent stuff from dropping at your power level once you had broken through the soft cap. At 1314, I would have previously been getting 1312 or 1313 drops from regular engrams, but only Pinnacles would have dropped above that.

Maybe it's been like it is currently for a while--I only usually get a few levels into the Pinnacle climb before I just stop giving a shit.

It's been like this since shadowkeep, or maybe it was even harsher then.

Pinnacles advance the power, and powerfuls drop at power level.
