Why not run the armor you like and just keep the Rares in your inventory until you are ready to infuse?
Probably because he doesn't know that's a viable option; the only way to know that is to keep up on the weekly updates. There's nothing in-game that suggests that if you got used to how it worked BEFORE, you might want to try something different.
They really could use some better UX stuff. :(
