Tractor Cannon (Destiny)

How are you supposed to use this gun? It does so little damage for a shotgun. The only thing I’ve found it good for is clearing small enemies that are grouped near you. Tips? Am I missing something? Or just a bad exotic?
Granted, it is at least exotic.
