
Happened to me, too. (Off-Topic)
I haven't figured out a work around for this yet. I bought the pre-order through the Microsoft store because it was unavailable through the Xbox store. My wife and I have Xbox's that are ours and then we set our "home" one to each others Xbox, so she can play her games on mine and vice versa. It's worked up til now.
Yesterday, I logged in on her Xbox (which is my "home" xbox) and it automagically fired up Rise of Iron without a problem. But when I tried logging her in from the same Xbox (which has always worked until now) it said I did not have Rise of Iron for her. I'm not happy about this. She doesn't play much, but I don't want to spend another $30 when I shouldn't have to.
Other things to note, Microsoft did not give me a purchase code to redeem when I bought it (hence the automagically working part of this).
I will try the solution mentioned above when I get home tonight, but I have a feeling Microsoft got another $30 out of me. Gah.
