Make it up to the highest Light level you have ever reached? That way you're still reliant on RNGesus like Bungie seems to want, but at least you get to expand your options.

Legendary Consumable which can drop as a strike or crucible reward. Also purchasable from xur for 21 strange coins.

Use to increase the light level of all equipped items by 1 (up to the current maximum light value).

I think this is balanced. It's a small increase for individual items, but can provide enough progress that people would really benefit from it.
