How could it be? The toughness boost only applies for that brief moment when you're firing Nova Bomb. It could be total invincibility and it still wouldn't be that useful, just because of the TINY window where it can actually make a difference.

Bungie Help just tweeted advising players that the Year 2 version of the exotic helmet isn't showing up as a blueprint right now; if you shard it, you may not be able to get it back. They're working on it.
