I actually quite like it, but when you put it like that... I can fire 2 High Impact Sniper rounds just as fast.

I'd have to do some math (Yay!) to figure out exactly how they compare, and Light Levels make those calculations really awkward (would need both weapons at the same Atk, while at the same Light, against enemies with matching Light) but it doesn't sound all that worth it.

I guess it's nice for just having a Heavy sniper as well as a secondary one, if you're running a "Priority Target"/anti-personnel build.

Ammo Count is low. Loses to HMGs and Rockets in crucible because of charge time…

It's taken a while to get past the feeling of what it could have been (you could say I already have some ideas on how to improve it), but for what it's worth, it's essentially more of a Heavy Sniper than anything else (and wasn't that what the Spartan Laser was, ultimately?).

I say it definitely has a place.

(Near the time when I knew I'd be switching over to Reach, I actively tried to get that Achievement, since it was the only Halo 3 one I didn't have. I finally got into a situation where it should have dropped... I blasted the hog, it blew up, the driver died... and the gunner just kept shooting me. :(

Such a ripoff.

I did both of the missions and got the core, but I didn't upgrade it with the Warsat things or go to the Ishtar Academy or wherever. Can I do those things today?

Similar question: if I did only the First Firewall mission, can I pick up where I left off and do Shadow Call today?

Difficult to use in PvP because of charge time, no blast radius, and the need to be pinpoint accurate.
