You must be level 40 to get marks. Were you under 40 when you completed them?

I was probably level 39... so, I just missed out on 25 (maybe more?) Legendary Marks because I was level 39 when I did that. >:-I Dumb.

both say you get legendary marks (25) for completing step 1. I'm pretty dang sure Slycrel, Vortech & I finished this quest together, yet... I have ZERO, ZIP, NILL, NULL, ZILCH, NADA, NONE, NO Legendary Marks. What gives? Sly & Vortech, did you guys get legendary marks for completing the setup patrol beacons step?
