You can fail a public event so hard, it doesn't give you an medal at all. Some of the lines are pretty amusing, and ones I'm sure few people have yet heard :-)

Have you tried getting the "Prevent Vex Sacrifices" one on the Ishtar Cliffs? That one is probably the hardest public event, and that area of Venus seems to be one of the least populated, at least in my experience. I just Silvered one of those last week.

Need Fireteam for Public Event Failures

So, the clock trick does not work. The game still puts people into the zone, so it's basically impossible to fail public events for the Dinklebot Dialogue recording. The only thing I can think of is to go into a zone with a full fireteam, so the game won't feel like it has to put others in the zone.
