People who play with me know my 3x-5x a week Judgement's Chance quest for Fallen perk boots. Today, when me, Disciple, and Midnight beat Skolas, I dumped the cores in for that. I saw, for the first time I've ever seen them, VEX perks! How common are these?!

About as common as the other factions, I imagine. I have gear for each of the factions among different characters.
