Actually it was opened even before HoW launched. You don't need to do the story mission, you could just go there immediately in patrol mode, starting about a week before House of Wolves was available-- as soon as Petra Venj showed up in the tower.

I suspect the Breach was pseudo-opened before that. I'm pretty sure I tried to glitch through the gate a while back and couldn't, but I tried it in early May and had success.

What are the tall buildings in the skybox? I had no idea those were there.

In the skybox? Probably cards with an alpha.

After you complete The Ruling House, The Breach and the Cosmodrome and all that stuff is permanently unlocked in Patrol! I mean, you still have to go through all those traps and spooky stealth vandals, but you continue going and you'll end up right back in the place where it all started; where your Legend began.

It really is beautiful.
